Payout is a favorite word at this time

When cash aids are distributed to citizens, the process of distribution is referred to as payout by the department of social welfare and development. It seems like citizens are being paid of dividends/compensations that they have not earned. A database of recipients should be maintained so that repetitive payouts should not be made on the same citizen. Citizens should not depend on aids at the expense of hardworking taxpayers. As they say, teaching people how to fish instead of giving them the fish may be a more promising strategy.
